ベトナムが、改革・開放政策である「ドイモイ」を進めているさなかの1993年から1995年にかけて、何度かベトナムを訪問した。1975年に南北統一がなされ、その後ベトナム経済は戦禍からの復興にあえいだ。統一10年をすぎた1986年に新しい経済政策として採択されたのがドイモイ、改革・開放政策である。その柱は社会主義路線の変更、産業政策の見直し、市場経済の導入、国際協力への参画の4点なのだそうだ。海外からの投資を引き入れ、市場経済原理を導入して疲弊した経済を活性化させよう、という狙いだ。1990年代になるとドイモイ政策は徐々に効果を現してくる。インフレが沈静化し海外からの直接投資も急激に増える。私がベトナムに行ったのはちょうどそのころだ。町にはあちこちで新しいホテルや商業施設の建設が進み、新しい工場もどんどん操業を始めていた。
I visited Vietnam a few times between 1993 and 1995, when the nation was advocating the Doi-Moi Reforms and Open Door Policy. After achieving integration in 1975, the Vietnamese economy struggled to reconstruct the nation that had been deteriorated during the war. After 10 years since the integration, Vietnam adopted the Doi-Moi Policy in 1986. The major points of the policy is to review the socialistic disciplines, to revise its industrialization policy, to introduce market economy and to adapt to international cooperation. The goal of the policy was to attract direct investment from abroad and proliferate market economy principles to reactivate the national economy. In the early 1990's, the Doi-Moi policy was taking effects. Inflation was controlled and foreign direct investment was booming. New hotels and shopping complexes were under construction everywhere in the city, and new factories were starting operation.
町を歩いてみると、しかし、たくましくも楽しそうに暮らす人々がいた。ベトナム人は勤勉だという見方があるとともに、いやいや彼らは小賢しいといった正反対の意見もある。そのいずれもが国づくりに励み、経済の発展に乗り遅れないように一生懸命生きる彼らの実像なのかもしれない。
In the city I saw many a people living inexhaustibly but yet happily. Some say that Vietnamese are diligent, some other say they are sneaky. These conflicting descriptions of the Vietnamese people may be real images of the people who strive to reconstruct the nation and to catch the wave of the expanding economy with all their might.
